- Minority Welfare (scholarships/health/housing): Delivery to all eligible groups, not token targets. Example: Scholarship renewal rates above 90% show real continuity.
- Disability Inclusion (accessibility/services): Ramps, sign language, job quotas, assistive tech. Example: Accessible buses + govt offices let PwDs access services independently.
- Regional Balance (backward blocks/districts): Funds + projects must reach lagging areas. Example: Road + PHC push in remote blocks lifts basic indicators.
- Representation in Governance (local bodies): Seats and leadership for women/SC/ST/minorities improve local outcomes. Example: Women sarpanches drive toilet coverage faster.
- Safety & Dignity (women/children/elderly): Helplines, shelters, hostels, and social care. Example: Working women’s hostels near industrial zones increase participation.
