Crimes against women, minorities, and vulnerable groups are weighted more heavily. Policing reforms, FIR registration access, and custodial deaths are also tracked.
Measured using: crime rates (especially against women/SC/ST), conviction rates, police vacancies, custodial violence, FIR access, mob lynching incidents, and citizen satisfaction surveys.
